Sometimes it is more than a few lines.  As an example, there is a
certain brand of 10GbE switch which is designed to work around
out-of-spec CX4 cables, and as a part of this, it does some sort of
"link tuning" which involves flapping the link up & down nearly as
fast as it can for 20 or 30 seconds.  Before I ripped the "link
up/down" messages out of my 10GbE driver, it wasn't uncommon to see a
few hundred lines logged when plugged into one of these switches.

This seems an unusual case and best suppressed. I don't think this is "normal" flapping that is being discussed here.

BTW, in lieu of printing messages, I find it handy to keep a kstat
showing how many times the link status has changed.
