That's a bad idea, unless you actually delivered a *fix* by putting back 
into ON!

A better solution is to mark the old CR a duplicate.  Or better, just 
have two CRs, one for this problem, and one for all the others.  (You 
can putback multiple CRs in a single RTI/putback.)
