Hmmm. I don't know about that; large numbers of flags is a pretty common situation with some types of websites (personals, for example). I know three reasonable ways to handle that, bitstrings, arrays and hstore. So I'd say that it would be reasonable to drop it if we had some other way to handle large numbers of flags.
