I think it does. What if you are Iranian, or Russian, and you don't want to store international characters? Suddenly your 1-byte characters (if you're using your own charset) all take 2 or more bytes. I think English speakers tend not to notice this since utf8 doesn't consume any more space for Latin characters than latin1 does.
