I don't think this is too much use as it's below where you want to be
doing the prioritising.

e.g. for a key lookup that's cached, once we've parsed the query to find
out if it's LOW or HIGH we've done 50% of the work already.

Having bits in protocol likely better. sort of like niceness... could
then do really funky stuff like for suitably low priority, return
ETOOBUSY or something.
