Even without graceful, it could still be useful once we have a real angel process... the line between DBA and sys admin is uglier in some places, and having OS permissions to run a start command may be more closely guarded. If the DBA could tell the angel process to kill its watched process and start it again, then he no special OS privs would be needed.
