As the copyright already indicates, it is not PD nor can it be used
for commercial purposes.
In a nutshell, you can only use it for a bit of play and some training.
Distributing modifications is I think a nono.
By the way, it's "old" data now - from about 2001. Still fun to play
with.
Another thing to realise is that the schema is sucky - afaik this is
on purpose so that training students (and I've applied it in this
fashion) can do an exercise of cleaning it up.
Of course, you could always use the employees database (of course, I
might have some interest in seeing this dataset used <g>):

Yea that one is ok, as is the Sakila database which is BSD licensed.
Also the Sakila db uses some stored procs so you'd want to rip those
out.
