Hello, authentication-ip.[GROUPNAME] is the correct form see https://wiki.duraspace.org/display/DSDOC6x/Authentication+Plugins#AuthenticationPlugins-IPAuthentication Make sure the group exists (otherwise will be warnings in the logs) and got the right authorizations. You need a fix ip and you can work with partial ips etc. If your DSpace installation is hidden behind a web proxy, remember to set the useProxies configuration option within the 'Logging' section of dspace.cfg to use the IP address of the user rather than the IP address of the proxy server. If you go to the profile page of a user you can actually see the groups a user belongs to, even the ip based ones. So this is an easy way to check, whether the user is in the ip based group and it is an issue with the proper resource policies.
