We regularly load CSVs with special characters with the web interface in DSpace 5.8. We save the CSVs in LibreOffice with the default settings, UTF-8 and Unix LF line breaks. We don't add the UTF-8 code for the symbol explicitly. We just add the desired character to the metadata.
