Hello everyone,

I have what may be a sort of dumb question, but that rarely stops me.

What is the best/fewest-unintended-consequences way to turn off the ability 
for anyone to submit to an existing DSpace instance? We need to do some 
maintenance and it's important that the database remain static past a 
certain date. We do however need all of the basic functions of the 
repository to remain operational.

I've looked in the documentation, and while I'm sure there are many ways we 
could intentionally break the submission workflow, we still need everything 
else to work, so I didn't want to strike blindly.

Anyone know the best way to do this?
