Hi Mary,

It depends a bit on what you consider the basic functions of the
repository. But if this means: read-only functionality, the way we do it is
to temporarily disable one of the, or in some cases, all, authentication
methods. The place to do this is authentication.cfg and more info can be
found on https://wiki.lyrasis.org/display/DSDOC6x/Authentication+Plugins

If people can't login, they can still look at (public) items, but the can't
change the database anymore.

As soon as anyone can login, changes to the database can be made, including
changes to EPerson profiles, etc.
