That would be the license granted by the copyright holder to your
institution to distribute the works?  You might want to talk to
counsel about altering that without first obtaining the copyright
holder's permission.

If I granted you a license "A" and learned that you had changed it to
"B" without consultation, I would be gravely concerned.

There is a reason that the deposit license works the way it does.
Submitters of new submissions will be accepting the new license;
submitters of old submissions have not.
