Hi Bruce, At this point in time, I believe the Batch Metadata Editing tool (import CSV) in DSpace can only modify metadata of *Item* objects, and not of Bitstreams. https://wiki.lyrasis.org/display/DSDOC7x/Batch+Metadata+Editing
If you are instead using a custom tool of some sort which provides a different CSV format (as your CSV format is unfamiliar to me), you may need to ask the creator of that tool for help/support.
