Hello,
I would like point out from my practice, that pdfs of copyright articles, 
books, book chapters and alike are not mandatory in our repository, but it 
is desirable to have them because in advancing process to the higher 
academic rank, full text should be accessible to the institution's academic 
council for making decision about promotion. So you have to make them 
accessible to academic council of your institution, so they could follow 
the scientific advances of a candidate.

There is the ‘facility’ to allow access to ANECA (Spain), if requested... 
without the need to contact the author, etc...

I need to know a more technical reason...
