Also, there has been at least one implementation of an IMSCP package ingester.
I believe it is still running in production. I'm not sure if the code is
available, but the project is described here:

It should be possible to use the SWORD interface with an IMSCP or SCORM
ingester to accept those types of packages directly, it certainly works in the
LNI.
