Currently, the READ permission determines access to the view item page. I don't think that in its current form, lack of READ permission means that items should be excluded from browse (or search results in that matter). You could split this up in two feature request: one for truely "dark collections", collections from which the items don't show up in search or browse results. The second one would be "dark items" that could reside in a more public collection, but won't show up in search or browse results if you're not supposed to have access to them.
