I am currently trying to reproduce this problem on our test system and
characterize the state that the system is left in.
In response to mdiggory's query in the developer's meeting above, Stewart Lewis
(see earlier comment) is seeing this issue in a configuration without mod_jk,
so I am not currently chasing that theory.
