Sorry I'm just now getting back to this issue.

Feel free to submit a new patch.  You are also welcome to also work on the 
XMLUI version if you wish (but as stated previously, we also can try to find 
another developer to help with that, if it is needed).

I think Mark Wood also makes some good points about making what you can see be 
controlled by DSpace's authorization groups / access controls, rather than 
adding yet another dspace.cfg setting.  That could also be worth some 
investigation.  Again, this doesn't mean you have to do it this way -- I'm 
merely noting that I agree with Mark Wood's comments (and it is worth someone 
looking into further).
