I created a ticket to allow me to split off the Sword Server config but
if anyone feels the urge to do some more work on dspace.cfg please feel
free to reuse this ticket.
One other thing. Its not clear to me what should go in /config as
opposed to /config/modules/. Also does the Configuration service know
about /modules in the same way ConfiguratioManager does ?
