When it comes to things like separating out authentication configs, I wonder if 
we shouldn't "group" those config files via a common naming convention.

So, something like:

authentication-ldap.cfg
authentication-shibb.cfg
authentication-x509.cfg
etc.

(Alternatively, they could be named 'auth-[name].cfg', since some also have 
small 'hooks' into group-based authorization as well.)

That way it's much easier to just choose the authentication config file(s) that 
you care about, and skip over the rest of them. 

In order to do that, obviously, we would need to rework the code that reads all 
these authentication configurations.
