You are looking for "sword.restore-mode.enable", turn that on and
Sword/Packager won't mint a new handle when a deposited item already
has a handle. That option was made available in DSpace 1.7.2.

However, there is a negative effect. If anyone attempts to inject a
package through sword that does not contain a handle it will fail.
I've patched this problem on DSpace trunk, but it won't show up in a
release until 1.8. This patch makes it such that if that parameter is
turned on SWORD will use the handle if one is found, otherwise it will
mint a new handle. Here's the bug report & patch:
