The DCTest will fail if you make the change. IMO, Its unclear why one would
want a DCDate that was not at least a year. So -1 in the output of the rest of
the getters will return "unspecified" which is ok, but can anyone think of a
case where DCDate was not a at least a Year? I've seen cases where folks want
to see us allow ? in digits of year because there is uncertainty. I've always
cautioned against using Date in this way and suggested instead that they us
dc.coverage.temporal for such details.
I do suspect that this may be outside the scope of the bug to fix as well.
Perhaps it should be another JIRA issue and this should just be a small fix to
deal with the current system.
