Move 'dspace-solr-stats.cfg' to /config/modules/statistics.cfg

Fix For: 1.8.0
DSpace's Solr Statistics module should store it's configuration in
/config/modules/ just like every other module.
So, rather than the configurations being at:
[dspace]/config/dspace-solr-stats.cfg
We should move them to something like:
[dspace]/config/modules/statistics.cfg
