What's the licensing on this SWORD v2 code?  I've noticed that all the code 
under org.swordap.server.* (dspace-sword2-api) does not come with the standard 
DSpace License Header (which means that 'mvn install' throws errors during 
license checking phase -- this also means we'll run into issues during release).

Is this code meant to have the DSpace License Header (i.e. is it "owned" by 
DSpace)?  Or is this owned by the SWORD project and under a different license? 
If the latter, we may need to either 'ignore' the license header check, or 
think about releasing it as its own separately licensed Maven module (which we 
can add as a DSpace dependency).
