I have previously done a lot of work in this area in our own repository. I made
modifications to support addition on any licence via the DSpace config and show
these within FieldSet groups in the License Step. See
https://jira.duraspace.org/browse/DS-825 for a comment I left. If it is of
help, the developer of this change in 1.8 can contact me. I am currently
working on a patch compatible with 1.7.2 and should have this very soon.
