Hi Richard,
I agree that if all the licenses are offered by CC then the wording should
reflect this (no need to change step name etc). I hadn't come across the
Sampling licenses before so I thought they weren't CC licenses.
With regard to the contents of the pull down menu of license options though ....
If you are using the CC REST API, Sampling does not appear in the license list
and CC0 is not separate from the core CC licences i.e.

Would it not be better to use this list as the pull down or do you still want
the user to use the chooser e.g. "Allow commercial work?" etc
Also, the Sampling licenses look to have been retired by CC and they don't
recommend using them e.g. http://creativecommons.org/licenses/sampling/1.0/. If
this is the case, should DSpace allow a user to select one?
Lastly, the "Public Domain" option seems to be exactly the same as CC0 - it
embeds the same URL in the item metadata. The only public domain licenses
offered by CC seem to be PDM or CC0?
