The attached patch adds a "home page skeleton" file to set the right title and 
trail.  Rather than assuming that news-xmlui.xml will always be inserted first, 
and overloading the news file, I think this should be separated out.  This 
patch also uses the message catalog instead of hardcoded text, so that the text 
can be localized.
