I think what would be good is to narrow the requirements here rather than 
having a developer run off an work on it.


1.) Should news be in an easily editable form like html or atom/rss?
2.) Should news be able to be referenced as an external URL to be included into 
DSpace UI
3.) Should multiple "sections" be supported to insert content into the DSpace 
UI in various panels that may be added via theming.
4.) Is "news" the right term here, are we not really just talking about 
"content" sections.

TBH, the XMLUI is much more flexible than the JSPUI, and at the same time, your 
users can get themselves into trouble if they do not know what they are doing.  
For instance, using the dri based xmlui-news.xml in the configuration directory 
and puting incorrect content into it will more likely break the whole UI, not 
just the news section.  Thus I recommend considering that whatever the source 
that is populating the news, it not be in DRI, and instead be in html, that 
would be output verbatim as a final transform prior to theme serialization, or 
that the content be maintained in an Atom feed that would be referenced via 
URL, such that it could reside in the filesystem or on an external server 
somewhere.  A User interface to "Edit" the content to be included could be 
provided if the file resides in the config directory. likewise, the admins 
could maintain the file separately and update is using the blogging platform of 
their choice.  This is a solution @mire implemented for UBC in the past:
