Hi, James, I'm wondering if you could give us more information about what you 
expected the wildcard policy admin tool to do? It can change policies on items 
as well as bitstreams, I've encountered repository admins who were confused by 
this tool, because they expected it to change policies for other things, such 
as communities and collections.

We've been using the wildcard policy admin tool successfully here, using a 
1.7.2-based repository, in pretty much the same environment (RHEL5, Oracle). 
One point of confusion, that had us a bit worried, was that the repository 
admin would keep an item open in another window, and then refresh the window 
after she had run the tool. Upon refreshing the window, no policy changes were 
evident. However, a short time later, our repository admin navigated to the 
same test item, and the policies had changed.

So, if you could give us details on your expectations of the tool, as well as 
the steps you had to take to discover that "no changes were applied" that would 
be helpful. Thanks!
