Well, I'm only the technical contact involved here, but I think this may solve
the question.
It sounds like we were confused in the same way you mentioned above. Now that I
look at the form, I can see what you mean, but I still think it *looks* as if
the form is meant to apply policies to collections themselves, not just the
items/bitstreams they contain.
So if this is the only intended use of the form, I think this ticket can be
changed into an Improvement request to clarify the form, and possibly add the
ability to apply policies on collections en-mass.
