A community is not really meant to be a group of people, it's a group of 
subcommunities and collections.  I'd advise that the grouping of 
journals/issues/articles is one approach that is tractable at this time.

However another more effective approach is to utilize discovery facets and 
expose journal and issue as facets, then if these are set in the item metadata, 
they can be filtered on in the search ui allowing users to view the set of 
articles based on thier own choices,  these can also be exposed on the 
collection home page navigation menu.

Storing issue and journal information in the item metadata also gives the 
benefit that it is exposed via OAI in a manner that the detail is always 
carried on the item metatdata records.
