Some complex institutions cannot guarantee a consistent IP from the start of a
Shibboleth authentication to the end of the authentication. It is possible in
the Shibboleth Service Provider to ignore this. It should be possible to ignore
a changing IP in DSpace also.
I propose a new XMLUI property:
xmlui.session.ipcheck=false
