Hi all Developers,

I wanted to send a brief note to everyone in regards to this recent 
discussion about some GPL licensed code.

After talking with others in DuraSpace, I realized that I was mistaken 
to have previously stated that this code was "acceptable".

DuraSpace feels that GPL (GNU General Public License) conflicts with our 
DSpace BSD License (along with the Apache 2 License used by Fedora and 
DuraCloud). The main area of conflict is around commercial 
redistribution of open source software. DuraSpace feels that GPL is too 
limiting in this area and the terms of GPL can actually be detrimental 
to our existing "Service Providers" model. As we all know, our Service 
Providers are highly active members of the community (and many actually 
strive to include much of their code/improvements back to DSpace).

If anyone has questions/comments/concerns, please don't hesitate to get 
in touch. I'd be glad to bring feedback back to DuraSpace as a whole.

== Regarding DS-1178 & its Pull Request ==

Regarding this specific bit of code, we've already reached out to the 
original code creators to see if they would be willing to re-license 
this single file to something other than GPL. We're waiting to hear back.

If they do not wish to change the code license, then we will have to 
remove the GPL licensed code (which was only just committed in the last 
week or so).  If that comes about, we'll re-open DS-1178 for future 
development, and hopefully someone can create a brand new implementation 
which doesn't depend on the initial GPL licensed code.

In any case, the final result here will be that we need to resolve 
DS-1178 without the inclusion of any GPL licensed code.
