The point here is that if both OAI versions use a database backend and 
OAI-2.0 is 100% backwards compatible in terms of features, then it 
becomes a (nearly) invisible swap.

I fully agree that optimally you'd want it to be Solr backed (and we 
could say that in the official documentation). It's just that, 
currently, since DSpace does NOT require Solr, it's harder to make Solr 
the default for OAI-2.0.

If in the future, DSpace *required* Solr (e.g. Discovery became default 
browse/search option), then it'd make perfect sense to make the OAI-2.0 
Solr-backend the default option as well.
