Ivan, yes, config/modules is supported in the ConfigurationService already,
its just the the selection was relative the dspace.dir handed via the
environment, not the one found in the dspace.cfg.  Now it would just be
based on the dspace.dir identified in the dspace.cfg, which is the same
behavior as ConfigurationManager,  this will make it even easier to stub
out ConfigurationManager so that its using the preexisting
ConfigurationService for its calls and we end up with one common solution
going forward.
