Well, I'm still trying to test that fix. I've been fighting with the license plugin, and just realized that it's being forced by outdated parentage -- dspace-services' parent is dspace-pom:10. That points out another consideration: the fix is in dspace-services, which is released separately. We'd need a new release of dspace-services to be available, adopted by DSpace-3.0, tested, etc. At this point I wonder if it wouldn't be best to try for a workaround that will just free up the CI tests, and fix the problem after DSpace 3.0.
