When testing withdrawal of items, I encountered a problem when re-instating the
withheld item. As the Delegated admin don't have access to the "Withdrawn
items" overview under "Administrative" tools in the right hand menu, they have
to know what the URI for the withdrawn item are in order to be able to
re-instate the item.
This is not very user-friendly as one can assume that delegated administrators
are non-experts and cannot be expected to understand that they have to keep a
separate record of withdrawn items. A possible solution would be to amend how
the "Withdrawn items" list works, enabling a subset of it to be visibile to
delegated admins.
