At the very least here, it sounds like we may want to create a "Cookies" page
in the DSpace Documentation to describe what cookies are used by DSpace and
what their purposes are.
That way, individual sites could also make their own decisions as to what
explanatory text they feel needs to be added (similar to Edinburgh).
We could also link to the exceptions that Graham has pasted in, with regards to
the European Cookie Law.
(I'm not against also looking into adding cookiecuttr...but, we probably could
only use it when Google Analytics is also enabled. The JSessionID cookie is
required for DSpace to function properly whenever you need to be authenticated
-- so disabling that cookie would cause issues.)
