I tried to reproduce it but my instance behaves normally - when I enter 2011
via the input box or the combo box, and choose descending, items from 2011 are
displayed on top. I didn't try to change webui.browse.index.1 to descending
(I'm not even sure about the syntax), so that might be the cause.
Michael, as a workaround, you can switch to Discovery. The plan is to make it
the default in DSpace 4.0, anyway.
As an alternative fix, try to keep the original webui.browse.index.1 definition
and only change the theme to have "descending" as a default option for browsing
by date.
