* Part of the issue seems to be with the "initial questions step" in the Submission UI. If you accidentally skip this step, or misunderstand the "Was this published before" question, then the 'dc.date.issued' field is hidden on later pages (and automatically set to "today").
* Several of us think that it might be worth modifying this logic such that the "dc.date.issued" is ALWAYS displayed in the Submission UI (not matter how you answer that "initial question"). If you say it was "not published", then "dc.date.issued" will be prepopulated with today's date, but you can still tweak it. Otherwise, it is left empty. (The other alternative is to just do away with the "initial questions" page altogether.)
