A first notice of this work was given in the IRC #dspace channel on 2013-09-11 unfortunately it is not logged, only few marginal related questions as browser compatibility has been briefly discussed on the #duraspace channel, see http://irclogs.duraspace.org/index.php?date=2013-09-11 starting from 21:12

These are the main features:
1) it is based on Bootstrap 3 http://getbootstrap.com/
2) it is tableless, I'm cleaning all the jsp changing all the layout table with proper div
3) it is responsive, mobile ready
4) it use native css classes from bootstrap
5) it is partially themable:
- you can easily change the bootstrap css to use a different theme
(essentially color set)
- you can switch to different header / navbar / footer to change the
page landscape (i.e. our new theme move navigation menu in the header
but it should allow a legacy theme that mimic the 3 column layout with
fluid div)

We have almost completed the revision of the public page: home, browse, discovery search, item/collection/community page, community-list and should start to work on the submission and the administrative area. Probably a legacy theme should be provided to help inclusion in the dspace source code mainstream.
