not sure about which is the best way to fix it (if it need to be fixed).
When possible we have placed icon button in the Messages.properties this mean that end-user can, as part of their normal message tweak workflow, change icons, suppress them or add also text.
All the "image" from the new layout are icon (glaphicon) provided by bootstrap, they don't include text and should be worldwide acceptable.
I left to you and other i18n/translatewiki specialist the decision about how to proceed. I can easily prepare a pull request to remove all the icon from the message.properties and move them in the jsp.
