We briefly discussed this during the DCAT (DSpace Community Advisory Team) meeting today. We agree that it would be sensible to close this ticket as "won't fix". If you have the files, the use case should be addressed by the request for copy feature that was already mentioned.
The group thought it may create an extra burden on the repository manager to retrieve the files, after receiving such a request for metadata only items. On top of this, offering the form also creates the expectancy at the side of the end user that a file may effectively be delivered. In some cases, the metadata only record is present just because it's not easy and straightforward for a repository manager to retrieve the files.

Create a document delivery form or request item form for items that don't have attached bitstreams, like the one implemented in IDRC: http://idl-bnc.idrc.ca/dspace/handle/10625/15625. It would also be nice if the requester don't need to type or input the item title or citation but should be included in the message.
