Emerging plans for metadata improvements include the ability to mark a namespace (which DSpace currently calls a "schema") so that the namespace itself cannot be altered through the Web interface. This entails a small change to the namespace registry table in the database, an extension to the metadata registry loader to recognize a symbol making immutable the namespace being loaded, and changes to the user interfaces to withhold editing links when displaying an immutable namespace's terms.
I think there should be no UI element to mark a namespace as immutable. There is too much potential for inadvertent use, and if it were offered the operation should be implemented in such a way that it could not be undone. Better to avoid troublesome complexity which will be used only very rarely, and depend on the registry loader to do the work.
