Hi Robin,
for the 4.0 release IMHO we should adopt a conservative solution, I propose to move the hard coded text in the messages.properties
We can decide to have a single i18n key
jsp.layout.header-default.brand = <h1>DSpace <small>JSPUI</small></h1><h4>...
or two separated i18n keys
jsp.layout.header-default.brand.heading = DSpace <small>JSPUI</small>
jsp.layout.header-default.brand.description = <h4>....
for a next version we can decide to have such text editable as the news but as we still have the logo to be replaced/managed for local branding we should think to a more sophisticated solution introducing some very minimal CMS functionality.

<div class="container banner"> found in header-default.jsp contains hard coded text. Would it be possible to make this content editable in the same way as the news sections? Or, make it possible to deselect that section so the content is not visible at all? At the moment the jsp has to be edited to change the content.
