I have done a PR

for the addition of the two i18n keys. It is a feature branch in the official DSpace repository so feel free to merge it if agree or apply any required change.
We should keep this issue as unsolved for 4.0 to track the more general idea but I want to put a first "solution" in for DSpace 4.0RC2

<div class="container banner"> found in header-default.jsp contains hard coded text. Would it be possible to make this content editable in the same way as the news sections? Or, make it possible to deselect that section so the content is not visible at all? At the moment the jsp has to be edited to change the content.
