If we want people to see build.properties as the most basic set of config params to look at and evaluate, I think the choice of "primary" UI should be in there as well.
Currently, dspace.url is defined in dspace.cfg as:
dspace.url = ""
Which actually means that if you want to use JSPUI, you should also go to dspace.cfg after altering build.properties.
I suggest to have dspace.url as a separate variable in build.properties, removing the dependency from baseUrl.
