Immediate volunteer ... check https://github.com/DSpace/DSpace/pull/423 Also wanted to note that if base url and host name were set correctly in build.properties, things do not obviously break with an incorrect dspace.url setting. As an example: I was trying to test out the functionality for request a copy. Everything was working smoothly, but when emails started to get generated, the urls in the email were wrong, listing baseurl/xmlui while my dspace was deployed under dspace4-xmlui. I hope this illustrates that moving this to build.properties will make people aware that it's important to have the variable correctly match the url to DSpace.

If we want people to see build.properties as the most basic set of config params to look at and evaluate, I think the choice of "primary" UI should be in there as well. Currently, dspace.url is defined in dspace.cfg as: dspace.url = "" Which actually means that if you want to use JSPUI, you should also go to dspace.cfg after ...
