This issue can be verified on 4.0 by doing the following:
(1) From [src] directory, run "mvn clean" (to remove any existing 'target' directories)
(2) From [src]/dspace/ directory, run "mvn package"
The error seems to occur anytime there is *not* an existing [src]/target/build.properties and you run "mvn" from [src]/dspace/
However, as mentioned, running 'mvn package' from [src] always works.
This seems like a bug that would be high priority for a 4.1 release.
