I've created a PR which seems to fix the problem (at least from my testing):

Please note, I created this PR against 'master'. It would need to be cherry-picked over the 'dspace-4_x' branch as well in order to fix it in 4.1.
I have tested this PR, and things seem to work properly again. But, it could use some more eyes/testing. I just want to ensure I haven't accidentally overlooked anything.
